This program provides financial assistance up to $1,450 for qualifying vehicle owners whose cars fail smog checks and require emission system repairs. All CAP-authorized repair facilities work directly with the state to streamline the application process, perform necessary repairs using California-certified parts, and submit reimbursement claims on your behalf. The program is designed to help income-eligible California residents keep their vehicles roadworthy while reducing air pollution. Beyond repair assistance, CAP also offers vehicle retirement options (up to $2,000 to retire high-polluting vehicles) and vehicle replacement assistance. An authorized CAP facility is one of only select locations authorized to perform these state-funded repairs, meaning they know the specific requirements, documentation, and quality standards the program demands. 

To qualify for CAP repair assistance, you must meet several criteria: your vehicle must have failed a California smog check at a STAR-certified station, you must meet income eligibility requirements Your gross household income must be less than or equal to 225% of the Federal poverty level, your vehicle must be registered in California for at least two years, and it must have a current value below program limits. The vehicle cannot be under manufacturer’s warranty for emissions components, and you must be the registered owner. The application process starts when you visit a CAP-authorized repair facility with your failed smog check report from a STAR station. If the estimate qualifies, CAP Repair stations can help you complete the CAP application, which requires proof of income (recent tax return, pay stubs, or benefit statements), vehicle registration, smog test failure documentation, and proof of California residency.
