California Cash for Clunkers

California’s Cash for Clunkers program — officially the Consumer Assistance Program (CAP), administered by the Bureau of Automotive Repair (BAR) — pays California residents $1,350 to $2,000 to retire older, high-polluting vehicles. Unlike the 2009 federal CARS program, California’s version is ongoing and does not require buying a new vehicle.

What if My Vehicle Fails Smog Check ?

Many of the participants in the Cash for Clunkers program for California use the BAR retirement when their car can’t pass SMOG checks or it is too expensive to repair the car’s emission system to pass California’s restrictive air quality smog inspections.

How Much Can You Get? California Cash for Clunkers Payment Tiers

California’s BAR Consumer Assistance Program (CAP) offers three payment tiers based on your vehicle’s smog check status and your household income. Select the tier below that applies to your situation.

Smog Check Requirement (Unique to This Tier)

Your vehicle must have failed its most recent California Smog Check inspection. Aborted, manual mode, and training mode inspections do not count.

A smog failure does not qualify if it was caused solely by:

  • An ignition timing adjustment
  • A failed gas cap function test
  • A tampered emissions control system

Income Requirement

None. The $1,350 tier has no income requirement — any California resident whose vehicle qualifies may apply.

Applicant Requirements

  • You must be the registered owner with title in your name.
  • You cannot have retired another vehicle as a sole owner in the last 12 months, or more than two vehicles as a joint owner in the last 12 months.

Smog Check Requirement (Unique to This Tier)

Unlike the other tiers, your vehicle may pass or fail its smog check — either result qualifies. The inspection must be completed within 180 days before you apply. If your vehicle is exempt from smog checks, no inspection is required.

Note: Aborted, manual mode, and training mode inspections do not count.

Additional Registration Note (Unique to This Tier)

If your vehicle has a salvage title, its registration sticker must be current. Salvage title vehicles are eligible for this tier only.

If your vehicle was not continuously registered in California for the last 2 years, you may still qualify by providing either:

  • Proof of California insurance coverage for the past 2 years (no gap over 120 days), OR
  • Repair invoices from two separate calendar years showing valid ARD registration number, shop name/address, service description, date, and your vehicle’s VIN.

Zero-Emissions Exclusion (Unique to This Tier)

Your vehicle must not be a zero-emissions vehicle (battery-electric EV or hydrogen fuel cell FCEV).

  • You must be the registered owner with title in your name.
  • You cannot have retired another vehicle as a sole owner in the last 12 months, or more than two vehicles as a joint owner in the last 12 months.

This tier combines the income requirement of the $1,500 tier with the smog failure requirement of the $1,350 tier — and pays the highest incentive as a result.

Vehicle Requirements — All Three Tiers

These requirements apply to all three payment tiers ($1,350, $1,500, and $2,000). Tier-specific differences in smog check and income requirements are detailed in the Payment Tiers section above.

Your vehicle must meet all of the following physical conditions to pass the BAR-contracted dismantler inspection:

  • Must be a passenger vehicle, truck, SUV, or van with a gross vehicle weight rating (GVWR) of 10,000 lbs or less
  • Must be subject to the California Smog Check Program
  • Must be driven under its own power to the BAR-contracted dismantler — no towing
  • Engine must start through ordinary means, without starting fluids or external booster batteries
  • Must be able to drive forward a minimum of 10 yards under its own power
  • Drivability must not be affected by body, steering, or suspension damage
  • Interior pedals must be operational

The following parts must all be present and intact:

  • All doors
  • Hood lid
  • Dashboard
  • Windshield
  • At least one side window glass
  • Driver’s seat
  • At least one bumper
  • Exhaust system
  • All side and/or quarter panels
  • One headlight, one tail light, one brake light

If your car isn’t driveable, it does not qualify for CAP. Consider a private junk car buyer who offers free towing and same-day cash payment.

Your vehicle must meet all of the following registration requirements:

  • Must be currently registered with California DMV with a valid registration sticker, OR have all fees paid with registration not expired more than 120 days
  • Must have been continuously registered in California for the two years preceding the current registration expiration, with no lapse exceeding 120 days
    Note: A lapse = number of days between sticker expiration and the renewal issue date
  • Must not be undergoing a transfer of ownership
  • Must not be undergoing initial registration or re-registration into California
  • Must not be registered to a business, government agency, or non-profit organization
  • Must not be junked
  • Must not be a total loss salvage undergoing re-registration (salvage retention) in California

Exception for $1,500 tier only: Salvage title vehicles may qualify, and an alternative 2-year California residency proof (insurance or repair invoices) may substitute for continuous registration. See the $1,500 Tier details above.

  • Must be a California resident
  • Must be the registered owner of the vehicle with the title in your name
  • Cannot have retired another vehicle through CAP as a sole owner in the last 12 months
  • Cannot have retired more than two vehicles as a joint owner in the last 12 months
  • Income documentation is required for the $1,500 and $2,000 tiers only — not required for the $1,350 tier

Once your vehicle passes the BAR-contracted dismantler inspection, it is permanently removed from California roads. The vehicle:

  • Cannot be resold or returned to service in any form
  • Is dismantled by a BAR-authorized facility
  • Is removed from California DMV records

The program exists specifically to reduce high-polluting vehicles on California roadways — retirement is final and irreversible. You will receive documentation from the dismantler confirming compliance, which is required to process your incentive payment.

Timeline: Most applicants receive payment within 4–6 weeks of their dismantler appointment.
